What is the difference between resurfacing and reconstruction?

Resurfacing (mill and overlay) grinds off the worn top layer and paves a new surface over a base that is still sound. Reconstruction removes the pavement down to the subgrade and rebuilds it, the highest-cost tier of paving work. The dividing line is base failure, which is why the condition assessment comes first.

Does resurfacing a parking lot trigger ADA compliance?

Generally yes. Per DOJ Title III guidance and the US Access Board, resurfacing and mill-and-overlay are typically classified as an alteration, which triggers the obligation to bring the altered lot up to the current 2010 ADA Standards. Isolated patching generally does not. Confirm scope with counsel per project, and budget the accessible-space work into the project instead of discovering it later.
